Systemic Capacity Basin
Definition
A basin in which all four capacities hold one state at once, across every domain: the whole capacity plane under-active, centered, or over-active. It is built from the four capacity basins on that plane and holds only when every one of them is already active. Three exist, one per state — which state a basin is in comes from its polarity, not its type.
